Massachusetts Transfer & Affordability Programs

Massachusetts offers several statewide programs designed to make college more affordable and ensure a smooth transfer from community colleges to public four-year institutions. MWCC participates in these programs to help students save money, stay on track, and complete their bachelor’s degree with confidence.

Commonwealth Commitment

The Commonwealth Commitment is a cost-saving and transfer program for Massachusetts residents who enroll full-time in an associate degree program at a Massachusetts community college and transfer to a participating public four-year college or university.

Students who meet eligibility requirements can benefit from a freeze on tuition and mandatory fees, guaranteed credit transfer, and additional rebates upon completion of their bachelor’s degree. The program is designed to reward students who stay on track academically and complete their degree within a defined timeframe.

Key benefits include:

  • Frozen tuition and fees from community college through bachelor’s degree completion
  • Guaranteed transfer of credits toward a related bachelor’s degree
  • Rebates for on-time completion at the community college and four-year institution

Best for: Massachusetts residents planning to earn an associate degree and transfer to a public four-year institution while minimizing overall cost.

MassTransfer

MassTransfer is a statewide transfer agreement that provides community college students with clear pathways to transfer to Massachusetts public four-year colleges and universities. The program ensures that completed credits apply toward a bachelor’s degree and that students receive credit for the work they’ve already completed.

Students who complete eligible associate degrees may receive guaranteed admission, transfer of credits, and potential benefits such as tuition discounts or GPA-based advantages, depending on the receiving institution.

Key benefits include:

  • Guaranteed transfer of eligible credits
  • Clear, structured pathways from associate to bachelor’s degrees
  • Possible admission and financial benefits based on GPA and degree completion

Best for: Students planning to transfer within the Massachusetts public higher education system.

MassReconnect / MassEducate / MassGrant Plus (Mass Guarantee)

Massachusetts’ financial aid programs—often referred to collectively as the Massachusetts Guarantee—are designed to make community college more affordable or tuition-free for eligible students. These programs help cover tuition and mandatory fees after other financial aid is applied.

Eligibility varies by program and may depend on factors such as age, income, enrollment status, and residency. Together, these initiatives are designed to reduce financial barriers and help more students access and complete college.

Key benefits include:

  • Reduced or eliminated tuition and mandatory fees for eligible students
  • Increased access to higher education for adult learners and recent high school graduates
  • Support for students returning to college or enrolling for the first time

Best for: Massachusetts residents seeking affordable pathways to start or return to college.
